기관의 하위조직(부서) 단위로 담당자를 지정하여 제로페이 업무를 담당합니다.\
하위조직(부서)의 제로페이 모바일 앱을 사용할 수 있는 사용자 관리 및 한도를 관리합니다.

### 제로페이 앱 사용자 (결제 앱 사용자)

제로페이 모바일 앱을 이용하는 일반 사용자 입니다.\
제로페이 모바일 앱을 스마트폰에 설치하여 제로페이담당자가 등록한 한도 내에서 사용할 수 있습니다.
